Arizona's second metro, with its own market dynamics distinct from Phoenix. Historic barrio and mid-century neighbourhoods, university influence, and significant surrounding rural acreage. Comparables must come from Tucson data, not metro-Phoenix data.

A separate metro, not a suburb of Phoenix

Tucson runs on its own market dynamics, and the most common defect in work prepared for it from outside is comparable evidence drawn from the Phoenix metro. The two are roughly a hundred miles apart and do not move together. Historic barrio stock, substantial mid-century neighbourhoods, heavy university influence on the rental market, and large rural acreage in the surrounding county produce a range of property types that a single adjustment grid handles poorly.

Pima County assessor practice, and its own calendar

Pima County runs its own calendar, and it is not Maricopa's. The 2027 Real Property Notices of Value were mailed on 13 February 2026, with petitions to the assessor due by 14 April 2026. The annual Arizona Business Property Statement (form 82520) was mailed to businesses in the county on 9 January 2026 and had to be filed on or before 1 April 2026 to avoid penalty.

Those are hard dates, and they are the reason an equipment or real-property valuation for a Pima County matter should be commissioned against the county's calendar rather than a general assumption about Arizona deadlines. The assessor's personal property section can be reached on (520) 724-8630.

The substantive framework is the state's: a Notice of Valuation carries a Full Cash Value and a Limited Property Value, tax is calculated on the Limited Property Value, and only the Full Cash Value and the legal classification are appealable.

Business personal property

For tax year 2026 the commercial and agricultural business personal property exemption is $500,000 of full cash value. Equipment-holding businesses in the county are valued and classified by the Pima County assessor rather than by the Department of Revenue, which is why the county's filing dates rather than the state's general guidance are the ones that bind.

Rural acreage and venue

The county extends a long way past the city, and acreage assignments there turn on access, water, and entitlement rather than on lot size. Those require research proportionate to the question rather than a comparable grid borrowed from the urban stock. A parcel with no recorded legal access is a different asset from its neighbour with one, however similar the two look on a map.

The same caution applies to the university's influence on the rental market. Small residential income property near campus trades on income characteristics that do not extend more than a short distance out, so the sales comparison and income approaches have to be reconciled rather than one of them adopted for convenience.
