Maricopa County

Arizona's third-largest city and NextPhase's home base. Housing stock runs from 1950s ranch homes near downtown through 1980s tract development to newer master-planned communities in the east. Large retiree and snowbird population means a high volume of estate, trust, and date-of-death assignments, plus substantial manufactured and park-model housing.

This is the home office, which means Mesa assignments are inspected rather than desk-reviewed, and the turnaround on a local inspection is usually a question of calendar rather than travel. The housing stock is unusually wide for a single jurisdiction — post-war ranch homes near the older centre, tract subdivisions from the growth decades, master-planned communities further east, and a large stock of manufactured and park-model housing in dedicated communities.

That last category is the one that most often arrives mis-framed. A manufactured home in a leased-lot community and an identical unit on owned land that has been affixed are not the same assignment, do not use the same comparables, and in most cases are not even the same class of property.

Maricopa County assessor practice

Maricopa County issues a Notice of Valuation carrying two different numbers, and the difference between them is the single most common source of confusion in a tax-appeal enquiry. Full Cash Value is the assessor's mass-appraisal estimate of market value. Limited Property Value is the figure your tax is actually calculated on, and under Proposition 117 it cannot rise more than 5% in a year unless there has been a significant addition, deletion, or change of use.

The practical consequence: you can appeal the Full Cash Value and the legal classification. You cannot appeal the Limited Property Value. A Petition for Review goes to the county assessor within 60 days of the date the Notice was mailed, and the Arizona State Board of Equalization sits above that. An appraisal commissioned after the 60 days have run is not a cheaper option than one commissioned inside them; it is a different and much narrower conversation.

Manufactured housing, and the affixture question

Whether a manufactured home is chattel or real property is a matter of record, not of appearance. An owner who holds both the home and the land may record an Affidavit of Affixture with the county recorder, which moves the home onto the assessor's real property roll and onto a single annual tax bill. Until that is recorded the home remains personal property however permanently it appears to be sited.

Two things follow. An unaffixed home is personal property work and is priced and reported as such. And if the unit is going to be moved, a form 504 tax clearance is required before transport and will not issue while taxes are owing — which is worth knowing before a closing date is set rather than after.

Where the work lands

Estate and date-of-death assignments are the steadiest category here, which follows from the age profile of the population rather than from anything about the housing. Those are retrospective by definition: the effective date is the date of death, often some time ago, and the evidence has to be contemporaneous with that date rather than with today. Divorce and equitable-distribution work runs alongside it.
